TPA Testifies in Support of Collaborative Practice Legislation

TPA Member Keri Krupp and CEO Debbie Garza testified Wednesday evening for HB 4297 by Rep. John Raney before the House Public Health Committee. This bill clarifies collaborative practice law in Texas. Although physicians and pharmacists have been permitted to enter into collaborative practice for 20 years, language passed in 2009 unintentionally made it unclear as to which pharmacists could collaborate with physicians.

Garza said in her testimony that “this bill rectifies the confusion and allows for more team-based care through collaborative practice by clarifying that a physician may delegate to any properly qualified and trained pharmacist the implementation and modification of a patient’s drug therapy under protocol.” Krupp added, “passage of HB 4297 will help streamline patient care in long-term care facilities by allowing the pharmacist and physician to work together through direct collaboration, which will allow a physician to delegate to a pharmacist like me the ability to implement and modify medication therapy for our patients.”

In late March, the Senate Health and Human Services Committee heard companion legislation, SB 1056 by Sen. Judith Zaffirini, and it has since been reported from committee.
