February 12, 2020 Public Policy Council Meeting

On Wednesday, February 12, TPA’s Public Policy Council continued robust discussion centered on two main topics. First, the Texas State Board of Pharmacy is planning to propose rules in May to allow for expanded technician duties under the supervision of a pharmacist. Members from a variety or pharmacy practice settings shared opinions about whether to allow pharmacists to delegate duties such as receiving new oral prescriptions, receiving oral prescription transfers, and clarifying prescriptions with providers. Although many felt that expanded technician duties would allow busy pharmacists to spend less time on administrative tasks, members also voiced concern about the potential effect on pharmacist jobs.

The Council then discussed issues related to pharmacists’ workplace environment, noting that the current economics of pharmacy, influenced by pharmacy benefit managers (PBMs) and DIR fees, play a significant role in the industry’s hiring practices and compensation. TPA actively supports legislative reforms to address these issues and is working to provide pharmacy professionals with tools to engage in proper self-care during difficult times.

The Financial Affairs Council, led by Treasurer Adam Chesler, received a positive financial report, updated the Association's financial policies, reviewed its endorsed vendors, and explored other non-dues revenue opportunities to enhance the Association’s vitality.

Finally, President-Elect Michelle Beall led the meeting of TPA’s Association Affairs Council, which celebrated strong membership growth, planned this year's TPA annual awards, reviewed recommended updates to the Association's bylaws, and discussed topics for this year's TPA Conference & Expo.
